On 7 March Steven Philippsohn was quoted by the BBC as saying that the latest fraud estimates provided by the Association of Chief Police Officers did not reflect the true scale of the problem. This was because incidents of fraud were under-reported which was in part caused by the low priority assigned to fraud by governments in recent years, and a steady slide in the number of police available to deal with it.
